By order of the Presiding Judge, Susan Phillips Read, file stamped March 27, 2001, claimant's filing fee was set at $25.00. Claimant's instant motion seeks permission to proceed in the prosecution of his lost property claim as a poor person because he is unable to pay the "costs, fees, and expenses necessary to prosecute the proposed action" (Claimant's Supporting Affidavit).

The Court denies claimant's application at this time because he has: 1) failed to specify the necessary expenses and 2) he has not established entitlement to poor person status. Claimant may, however, renew his application upon proper papers.
